SECRET MANUFACTURE. ARE GERMANS PREPARING ? SENSATIONAL ALLEGATIONS. BY CABLE—PRESS ASSOCIATION—COPYRIGHT. Received Oct. 25, 11.20 a.m. PARIS, Oct. 24. The Berlin corresponaent of Le .Journal alleges that the Germans are secretly manufacturing Lewisite, the deadliest gas discovered in war time, and that emanations from a factory poisoned many residents of Pillau. It adds: Germany is defying the disarmament clauses of the Treaty of Versailles in preparing electrical anti-tank defences. Krupps are retaining a special big gun manufacturing plant, and are preventing the Allied mission from inspecting the naval arsenal at Elbing. ' ' German, warships are participating in the Soviet manoueuvres.
