LOAN FOR WORKS. (by TELEGRAPH PRESS ASSOCIATION. WELLINGTON, Oct. 23. The New Plymouth Hai'bour Board Empowering Bill, which, gives poAver to the board to raise £600,000 for improvements to the port, was passed by the Legislative Council this afternoon without amendment.
