BOROUGH COUNCIL.

MONTHLY MEETING. The ordinary monthly meeting of Hawera Borough Council was held last evening. Present: His Worship tlie Mayor (Mr L. A. Bone), and Crs Reid, Champion, Brunette, Townsend, Morrissey, Surrey, Burdekin and Osborne. The repairing of the lightning conductor on the’ water tower was left to the Works •-Committee to go into and report to the council. The emptying and cleaning of the pond in the East End Park was left to the engineer to attend to. The request of the Park Croquet Club for the use of the nark-kiosk on their opening day (Wednesday next) was granted. The drainage of surface water from the borough yards down on to one corner of the Town Club’s croquet greens was mentioned in a letter from the club’s secretary.—The matter was left to the engineer. The proposal to purchase rims for the wheels of-the- steam roller was left over in the meantime. COMMITTEE RECOMMENDATIONS. The Health Committee- recommended : That J. Sheehan’s application for permission to establish a skin and hide drying store on Farmers’ Co-op. property, Glover road, be granted, subject to compliance with any present or future by-laws and the provisions of. the Health Act, also Sanitary Inspector’s requirements; that a copy of letter received .from the vestry of St. Mary’s Church he sent on to Wilson and Canham, Ltd., and they be asked to terminate the trouble, failing, which the council will have to consider the desirability of determining lease. The Works Committee recommended: That relaxation be granted as asked by Tong, Ltd., on behalf of J. N. Anderson (viz., to move shed), but such relaxation , to only hold good drniiig the pleasure of the council; that application by G. Haytoii to have dead end of Little Regent street graded and metalled, he not granted, and that matter of rubbish being deposited he referred to the inspector; that application by B. A. Faiiia on behalf of F. C. Spratt for permission to support verandah in respect of shop and dwelling to be erected at corner of Princes street and South road on 5 x 5 heart iiinu npsts be granted, subject to four costs being used; that owner be asked if he can see his wav to round building on comer—say. hack three feet — to allow of better view for traffic purposes. The General Committee recommendr ed: That Athletic Clnh’s application re cycle race lie granted, subject to sam( conditions as before respecting patrolling of street corners, etc.; that Mr Pacey, as borough’s representative on Pa tea Harbour Board, be asked to obtain figures and look into whole matter of harbour rate; that the Borough Solicitor’s opinion be obtained as to Harbour Board’s right to strike rate, seeing that moneys are in hand; that Park Tennis Club be granted use of tea kiosk on loth inst., subject to payment of 5s and to making good am breakages; that Lighthand and Warm's application for permission to erect verandah at back of premises be granted, hut only to hold* good during the pleasure of the eounil and nothing can be stored under verandah except bicycles; that a committee consisting" of the Mayor, Crs Morrissey, Osborne and Townsend be set up to consider matter of a site re Bo\ Scouts and report to council on Monday next; that request re taxi proprietors be granted, matter to be left m hands of Works Committee, with power to act; that the council cannot see its way to grant any remission of rent re Goidstone and Patterson, Ltd.: that council consent to transfer of lease from C. Gomel- to A. Higgs; with reference to Finance Committee’s report, the Town Clerk stated he haci interviewed Mr Conroy, who agreed tc allow exit from baths over land on east side of Qpera House at present held under lease from council; that matter of exit from baths and fence next library be referred to Works Committee, with power to act; that Health .Committee’s report he adopted with addition to recommendation (2) that no skins be allowed outside building, also that letter be sent drawing attention to the fact that, in view of recent subdivision and likelihood of further buildings making this a residential area, it might then be necessary to discontinue license; that council cannot see its way to grant relaxation as asked by Tong, Ltd., on behalf of J. N. Anderson re building referred to in recommendation (2) of Works Committee’s report; that Works Committee’s report be adopted with the exception of clause (2); that £2 be acs eepted from J. Brown in settlement re footpath repairs (Vogel street); that the general manager of the National Bank be written to, pointing out that erection of a one-stoiey building in centre, of town whilst adjoining buildings and those on other three corners are two storeys would he a. pity and spoil general axipearance, and asking if it would be possible to erect twostorsv premises; that headmasters of schools be written to, asking if they will kindly instruct children that they must keep trollies off footpaths and observe the rules of the road; that 12 enamelled plates “Keep to left” be obtained ; that steps he taken to make arrangements whereby £9OO may he raised to repay loan of £1552 maturing on July 15 next; that matter of letting grazing to ranger re sections formerly held by G. S. Burton he left in hands of Town Clerk: that merrv-vo-ronnd as per page 20 of E. J. Britain’s catalogue be ordered for park, price £7O. The recommendations were adopted. OFFICERS’ REPORTS. The Borough Engineer (Mr J. Sturrock) reported that the wheels of the steam road roller had worn out, but while certain repairs had to he carried out lie recommended that new rims be obtained. The engineer also reported as follows: The water mains have been scoured out at the hydrants in various streets to remove quantities of accumulated silt. Householders have been very patient and considerate, considering the dirty condition of the water which they had to endure for a day or two. The main sewer has again burst at two or three' places near the sea. Along the Beach road the pipe i c a 15-inch one, vet where it crosses the swamp near the sea it is reduced to 9-inch. It has to work under pressure (this can he seen), for- which earthenware nines are not designed. Ah you are aware, it hursts from time to time. This time it is a little worse than usual. Will you please inform me who nays cost of renewing footpath damaged by fire at the Sash and Door Co.’s works. One or two chains will require to he entirely relaid. Some repair will also be required to the road. Before commencing this work the council might care to consider the question of payment. The Borough Inspector’s report stated: During the month horse inspection was carried out in the following streets: Glover road, Nelson street. Waibi yoad. Turuturu road, and the subdivision and a portion of High street. Any necessary notices were sent to owners regarding repairs, etc., to houses and verandahs in business area. Five building permits were is-

iued during the month of a total value of £llß. The Kapuni river was a<min -inspected on September 22 and 30, and was found clear of dead beasts, etc. Jne person was prosecuted under the oy-laws. Total fines £1 10s. One dog •vae registered and one destroyed” Total fees 12s 6d. The number of motor by-law cases decreased greatly luring the month, which shows that drivers generally are talcing greater precautions. The Sanitary Inspector’s report dated: During the month of September no permits were issued. Seventyone premises were .inspected and necessary notices issued. One drain 15 feet long was inspected and tested, and two plumbing jobs were inspected. Daring the month the river was inspected, and the only matter that calls for comment is the position of certain pigsties which are in fairly close proximity to to the banks. The Librarian’s report stated- Four new members joined ami II left during the - month, the chief reason for, discontinuing being the longer days with increasing work on farms. Sixty new hooks were added to the shelves, including eight of good general literature. The Borough Ranger renorted that the. streets had been free from straying stock during the month. * ‘ lhe reports were adopted.
