LONDON GOES BACK ,TO THE TAIL COAT. LONDON, Sept. 24. The slackness in evening dress which became evident during the war has now ended, and London is again the bestdressed city in the world. Unlike New York and Paris, London lias five places where it is impossible to dine unless in conventional evening dress. The dinner jacket is receding in popularity, the percentage now being 75 diners with tail coats and whiteties to 25 with dinner jackets and black ties.
