REVISING MILITARY POLICIES. BY CABLE—PRESS ASSOCIATION—COPYRIGHT TOKIO, Oct. 15. A pronouncement from the Premier, Baron Kato, asserts the belief that the heads of the War and Navy Departments should be civilians, and adds: “The War and Navy Ministers are similarly convinced, but are hampered by the militarist elans, which have hitherto controlled the policies.” The Premier has given a reassurance to his Government and party that he intends to revise the civil service law after dealing with the heads of the army and navy.—Sydnev Sun Cable.
