A communique issued this evening states that the Fengtien troops are retreating. It is learned authoritatively that the Japanese Government knew nothing about the Soviet-Mukden agree, nient until after it had been .signed, its terms coming as a complete surprise. While no official statement can yet be made concerning the matter, the Japanese consider the Soviet coup de main relating to the Chinese eastern railway introduces an entirely new situation, giving the Russians complete control of commercial affairs of the railway, and the whole situation requires careful consideration on the part of .Japan Incidentally, the agreement seems to have seriously shaken the Chinese Government’s confidence in the Soviet Ambassador, glide Chang-tso-lin’s part in the affair has come as a welcome surprise to the Japanese.— Reuter.
