THE PROTOCOL
NEW ZEALAND’S POSITION
BY CABLE—PRESS ASSOCIATION—COPYRIGHT. (Received Oct. 7, 12.45 p.m.) . LONDON, Oct. 6. Sir James \ Allen has informed the Australian Press Association that New Zealand is not committed to the protocol until it is ratified by Parliament. He understood the position to be this: lie had merely agreed to recommend the protocol to the consideration of his Government, and if and when the Government instructed him to sign he would do so, but even then it would be subject to ratification by the New Zealand Parliament. The "next step would he to submit the protocol to the woikl conference, which* might decide to supplement it bv a disarmament scheme which must lie read with the protocol. The final stage would be the ratification of both protocol and disarmament .by the nations represented at .the world’s conference. If the conference failed the protocol would necessarily he ineffective.—Aus.-N.Z Cable Assn.
