In discussing railway matters in the House of Representatives ye.sierdav to be that railway employees were being called upon to bear the burden resulting from inefficient administration. Mr Armstrong contended that, 1 lie Board of Inquiry was not, an arbitration court. The most that it could do was to make recommendations to the Minister, and it was for Parliament to say whether those recommendations should or should not take effect. The position was put to the Board of Inquiry in such a wav as to amount to an instruction, and some members of the hoard knew on what side their bread was buttered. This was the. plain fact of the case. In no other industry were night rates and overtime rates fixed' at such an unreasonable figure by the Arbitration Court as the Board of Inquiry bad fixed them for the railway service.
