(Received 1.15 p.m.) PARIS, Sept. 26. A Georgian Legation communique states that Soviet, troops, after fierce attacks upon Georgian insurgents, were forced to retire to the mountains with heavy losses. The population in districts occupied by the Soviet forces are -being shot without distinction.
