Discussions at Geneva irespeeting British obligations in the enforcement of arbitral awards are given particular prominence French newspapers, most ot which coniidentlv assume that Britain will undertake.to co-operate: in imposing sanctions on any -aggressor net merely with the fleet, but with her air forces. Inquiries in London' show that the question has been discussed, hut it is emphasised that no definite farreaelnng proposal like that recorded in the I' rench press has been either ad- \ anted or accepted. It is always possible that the League: of Nations in the event of a dispute might ask Britain t-o co-operate by means of her fleet in enforcing an economic blockade, but this is a different matter from what has been suggested at Geneva. It is emphasised that • the peace protocol mentioned yesterday, the terms of which unofficially leaked out, was only a first draft prepared by Dr. Benes with the object of conciliating Anglo-French views relating to peiial- '. ties to enforce the decision of the Council. The matter is still at its earliest stage. There are points of difference still remaining to be settled. The British, for examole, consider that the decision of the Council dealing uutli an infraction of the covenant should be unanimous. The French consider that a majority vote will be sufficient. The British emphasised that Britain was unlikely to . accept engagements to place all her forces at the disposal- of the League.—Reuter t GENEVA, Sept'. 17. The Japanese delegation cabled to Tokio for instructions as to Japan’s attitude following on the British fleet . proposals. The.
