CHANG TSO LIN’S PROCLAMATION. BY CABLE—PRESS ASSOCIATION—CopyRIGHI
Received Sept. 17, 11.5 a.m. PEKIN, Sept, 16 Chang Tso Lin to-day issued a proclamation of his' intention to fight Against Tsao Kun. He has decided himself to proceed to Chinchow, where he will assume command of all forces. Chang's troops having crossed the frontier at Chaoyang, an early clash ’S exejted. Chang telegraphed to' Tsao Knn an enumeration of Wu Pei Eu’s crimes for which he must he brought to justice, adding: “As your Excellency is surrounded by Wu Pei Fu’s traitors, I null send aeroplanes *.o inquire ‘.regarding your, health and ask if you' are still at liberty.”—Reuter.
