HAWERA BOROUGH COUNCIL
MONTHLY MEETING. The monthly meeting of the Hawera Borough Council was held last night, when there were present: His Worship the Mayor (Mr L. A. Bone), and Crs Goodwin, Morrissey, Brunette, Champion and Reid. Apologies for absence were received from Grs Osborne, Burdekin and Townsend. The Hawera branch of the New Zealand Labour Party applied for permission to use King Edward Park on Sunday, September 21, for a “no more war demonstration.” Cr Reid remarked that the whole idea was futile, but on the motion of Crs Morrissey and Champion it was decided to grant the request. A deputation from the Workers’ Educational Association waited on the council and .asked for the council’s Sympathy and financial support. Mr Simpson, who headed the deputation, stressed the good work being done by the W 7 .E.A., and. pointed out that ft was a movement that was being backed by men of the highest standing in the Dominion and a movement that had come to stay. His Worship moved, and Cr Brunette seconded, that the Hawera branch be voted £2O.
Cr Reid moved as an amendment that the grant be £ls, and Cr Morrissey seconded. Cr Goodwin spoke in favour of the motion, which was subsequent!v carried. . ‘ COMMITTEE RECOMMENDATIONS. Committee recommendations were as follow : Health.—That the matter of fixing an area re offensive trades as suggested in Sanitary Inspector’s report of July 19 be referred to the borough solicitor. General.—That consent be granted re agreement for sale of lease E. W Good to G. H. Tocker; that T. Urlich’s request re water for window of fis'h shop be granted during the pleasure of the council at a fee of £2 per annum, and subject to proper provision being made as to disposal of overflow': that letter be acknowledged and Department of Health thanked for agreeing to leave Inspector Coleman in this tnct; that the question of a magazine on aviation and wireless, also librarian’s remarks as to Ladies’ Home Journal, be referred to the Library Committee ; that Finance Committee’s report re Motor Vehicles Bill be adopted; that Crs Champion, Brunette, and Burdekin he. the council’s representatives on the Band Committee. _ The Finance Committee resolved following suggestions relative to Motor Vehicles Bill be forwarded to the Municipal Association, viz.: (1) That as sub. (3) of section 21 requires production of driver’s license wherever demanded, provision should be made (in Act or regulations) for issue of duplicate in case original is lost or destroyedi; (2) that regulations be gazetted immediately defining the lines on which local authorities are to test qualifications of applicants for drivers’ licenses, also additional qualification as to character in case of drivers of vehicles plying for hire (for instance council’s by-laws require certificate as to character and police aporoval see by-law 55c) ; (3) that sections 28* and 29 be deleted. OFFICERS’ REPORTS.
The engineer’s progress report was as follows: The usual maintenance work has received attention. The patching of broken parts of roads and paths has been in hand. Grass has been removed from most of the fences in streets. The appearance of some streets was bad. This work can be rarely done, due to limits of annual estimates. If all fences could be kept free from grass the. appearance of the town would be really smart. I suppose there is no way of getting houseowners to keep their fences clear. The inspector, reported as follows: House inspection has been completed in Vogel and Egmjnt streets and a portion of Glover road, the majority being in. good condition and any necessary notices being sent to owners regarding repairs. The Kapuni river was inspected on August 12 and 13, of which I have submitted a separate report. Two persons were prosecuted under the by-laws, a fine being imposed in each case; total fines £l. Two dogs were registered during the month; total fees 10s. Traffic was well conducted on both days of representative football matches, no accident or collision oceuning, although when the ground happens to be weather greasy it is rather dangerous in congested traffic with any kind of car in getting out on the road after having backed in. The sanitary inspector’s report read: During the month* of August two drainage and one plumbing permit was issued. Ohe drain of « total length of 40 feet was inspected and tested. One hundred and thirty-five premises were inspected, and any necessary notices issued.
The librarian’s report stated: I beg to report that 12 new members joined during the month and seven left leaving about 460 on the list. Thirty new hooks were added. There are so mamexpressions of regret amongst a number of members over the discontinuance of Ladies’ Home Journal that I think it would lie advisable to order again. The ranger’s renort was as follows: Jn the past month three owners of (ws. J Hovind, G. Sinclair, and ■lones, have been in the habit of grazing their cows on sections in the boron orfi reserve; in two cases ho vs were with them, allowing them to ‘ wander ohnut.
