He suggested a court of aiitration. the constitution of which sluld be decided between the various grernments. He was convinced America would participate in an ad hoc qiference on disarmament, which s>uld be (held m Europe, possibly at (Jneva. Meantime the American plan < disarmament would be referred to ie League committee for examination.
