Disarmament, coupled with the problem of security, will probably loom largely at the forthcoming meeting at _ Mr Ramsay MacDonald (Premier of Britain) has _ sent a letter to the secretariat pointing out Britain’s reduced expenditure for defence, a further instalment of which' is contemplated in the next Budget within the limits of national security. In view’ of Britain’s rejection of the mutual assistance pact, this is noteworthy, .( M. Herriot (Premier of France) wrote to the League unreservedly approving defensive combinations and condemning wars of aggression. He claims as evidence of French goodwill towards disarmament the reduction by 25 per cent, of her active military divisions, and the reduction of the navy bv half, since 1914. ' Britain, with. America, Germany and Russia, are opposing the pact, aiid M. Herriot’s declaration has drawn much attention. It is believed that Mr MacDonald’s alternative will be a system of international arbitration.
