GRAIN SHORTAGE.

Though Soviet sources of information deny the existence of famine and claim that Russia can export a million tons of grain, a Daily Telegraph representative, who has just returned from Russia., declares that the grain shortage amounts to four million tons. Heat has destroyed the pastures, and cattle are dying in large numbers. ENVOY TO~LONDON. LONDON, Aug. 25. The Russian correspondent .of the Morning Post reveals that the Soviet is planning to appoint as its envoy to London Voikoff, who, as president of the Ekatiringburg Soviet, in July, 1919, signed the warrant ordering the deaths of the ex-Tsar and the whole of the Imperial family and witnessed the carrying out of the sentence. The correspondent points out that the Soviet tried to appoint Voikoff head of the trade delegation to Canada in 1923, but the then Conservative British Government protested.
