The Gazette de Charleroi declares that the Dawes scheme will reduce German coal to ten per cent, below the present w r orld price, resutling in the capture of world markets. The Ruhr’s production will soon enable Germany to double her pre-war exports. LONDON, Aug. 24. ’ The Red International Labour Unions Conference appointed Mr. Tom Mann president of the propaganda bureau. It passed a .resolution opposing the Dawes plan as a scheme of international robbery.
