THE MORATORIUM

HOW TO HELP,THE FARMER. NOT MR I . HOLLAND’S WAY. (BY TELEGRAPH —PRESS ASSOCIATION.) DUNEDIN, Aug. 22. In his presidential address to the Chamber of Commerce, Mr. Peter Barr, ( in commending the Government s moratorium proposals, stated it was indisputable that the moratorium had led in many cases to the earnings of the farmer during prosperous years being applied to. any other purpose than paying off his indebtedness, and thereby improving his position. To that extent it had done him more harm than good Commenting on Mr. amendment oi the State to take over mortgages not mutually arranged, Mr. Barr askff; w J ly . should the State take over this burden and not the liabilities of business houses which have overborrowed on debentures or over imported merchandise. Why should the country be saddled with taxation on loans up to £6,000,000 to eheve either the lenders or the borrowers who made bad bargains. When Parhament abolished the difference in ie tax charged on interest received from mortgages and from debentures nd ended the moratorium, th e posj tion of the farmer would be distinctly better and more hopeful.
