One point emphasised by M. Schurman is that before the diplomatic corps can agree to the return of properties sought by the Soviet it must be considered beyond ill doubt that nothing that has transpired in that connection shall be considered us implying recognition. Another puzzling phase is the probable arrival in Pekin of Soviet troops, properties are surrendered to the Moscow Goveininent, as none of the legations v-ish their guards to associate with Soviet troops. It is pointed out, too, that since all members of the Pekin diplomatic body hold the Tank of Minister that the presence of the Soviet Minister at once gives the Moscow Government senior representative 'at Pekin, and will automatically cause the transfer of the deanship of the corns to Soviet hands. —Reuter.
