LOAN AUTHORISATION BILL. BELGIUM APPROVES OF AGREEMENT. BY CABLE—PRESS ASSOCIATION— OOPYRTOHT BERLIN, Aug. 21. Preparatory to to-day’s ratification debate, the Government introduced in the Reichstag a Bill assenting to the London protocol authorising the Minister for Finance to float a loan of 800,000,000 gold marks, and empowering the Government to surrender State raihvay bonds totalling 11.000,000 gold marks, in addition to bonds amounting to 5,000,000 secured on industrial taxation .

BRUSSELS, Aug. 21. Cabinet; unanimously approved of the London agreement and the negotiations for a Belgo-German agreement to commence on September 10.
