PEACE AGAIN

NEW HOPE FOR EUROPE. VICTORY FOR A NOBLE IDEA. »T O*JBT/»— Pftiss A.BSOOIATION —COPYMOHT LONDON, Aug. 17. M. Herriot (Premier of France), interviewed by the Daily Express, said : .“A new era of history has been inaugurated. We have given the world its lpnged-for peace again. The con- • ference means a victory for the noble idea of arbitration. One nation ha« spoken to another as a brother speaks to a brother, without 'any necessity for having recourse to diplomatic notes. The example set in London is sure to have far-reaching consequences.” The Daily Express adds: “Within a few months commercial treaties between the Allied nations and Germany will be negotiated, the question of war debts examined, and the reduction in armaments discussed by the League of Nations.” . LONDON, Aug. 18. The Berlin correspondent of the Morning Post says that all parties in Germany are bitterly disappointed at the result of the London negotiations. The Berlin correspondent of the Daily Telegraph, on the contrary, says: “We should not be misled by the present manifestations of resentment and disappointment,'” and expresses the opinion that after a few /lays’ calming down it is almost cerY'tam that a majority of the Reichstag . will support the arrangements made m London. The only difficulty will £U the , passage of the Ruhr Railway Bill, the only measure arising out of the Dawes scheme which requires a two-thirds majority, which is impossible without the votes of the Conservatives. The Daily Telegraph says that after the Conservatives have let off steam against the political effects ot the railway scheme, they will probably accept the Bill. 1 The Berlin correspondent of The limes says that Vorwaerts announces that the Socialists will support the London agreement, and adds that it does not find it a way to heaven, but does point the way from hell.
