GREAT LOSS OF LIFE. WIDESPREAD DISTRESS. TEN MILLION HOMELESS. «<Y OABLS —PRESS ASSOCIATION- COPYRIUP WASHINGTON, Aug. 13. Tlie State Department has published an announcement from the China International Famine Commission, declaring that 10,000,000 are homeless and at least 50,000 were drowned as the result of floods. The floods are reported to he still sweeping wide areas, submerging tens of thousands of villages,' devastating crops, and driving thousands of refugees into Pekin, where the American Minister (Mr. Schurman) is cooperating with the Red Cross to derelief. It is estimated that 10,000,000 dollars will be required to relieve the distress in the Chihli Hunan and Kwangsi provinces, and to initiate re-building operations. Mr. Schurman added that the situation was more alarming because the floods had destroyed the fall crops, while the drought had ruined North China s spring crops. Meantime many* regions remain inundated, thus preventing the sowing of winter - wheat.
