WITHDRAWAL OF RUHR TROOPS. AN EXCELLENT IMPRESSION. BY CABLE--PRESS ASSOCIATION—COPYRIGHT LONDON, Aug. 12. An understanding that France was prepared to withdraw troops from the Ruhr a year after the execution of the Dawes plan has caused an excellent impression in conference circles. It is believed that Germany will not raise difficulties, accepting the French conditions, which will probably embrace the conclusion of a Franco-German commercial agreement. It is understood that the Premier (Mr Ramsay MacDonald) has agreed to the proposal of M. Herriot (French Premier) to have, before the conclusion of the conference, an exchange of vieivs with the German delegates on the question of German disarmament in order to facilitate the undelayed resumption of operations by the interAllied commission of military control-
