TREATY WITH BRITAIN SIGNED. AN IMPORTANT FEATURE. DOMINIONS NOT CONSULTED. HI. CABLE—PRESS ASSOCIATION—COPYRIGHT LONDON, Aug. 8. The Anglo-Russian treaty was signed this evening by the Prime Minuter and Minister for Foreign Affairs (Mr. Ramsay MacDonald) and Mr. Arthur Ponsonby (Under-Secretary for Foreign Affairs) for Britain, and MM. Raknvsky, Schneidemann, Joffre, Tomsky and Radchenko for Russia.
The Daily Chronicle, criticising the preamble to the Anglo-Russian treaty, asks why the Dominions were not consulted regarding the negotiations. If there is no longer a common foreign policy for the British Empire, in what sense can the Empire be said to continue to exist?
The Daily Herald (the Labour paper) says the unique preamble to the AngloRussian treaty was chosen not only for the reasons quoted by the Evening Standard, but because the Dominions are not parties to the treaties unless they explicitly adopt them. Treaties are signed by His Majesty with foreign powers and automatically bind all the Domnions. Therefore it became necessary to find a new formula, binding only Britain.
The new preamble is important because it marks a new step in the decentralisation of the Empire Henceforth there will be two kinds of treaties—those bearing the Kind’s name and binding the whole EmpLe, and others binding only the portions ot the Empire specifically named.
