The Russians contended that Article 14 would leave the way open for demanding complete recognition by the Soviet of liability to compensate for nationalised property as a matter of right. They declared that the Soviet lejected the principal involved as far back as the Genoa Conference, but new makes certain concessions, although its attitude generally was unaltered.
