ATMOSPHERE LIFTING. GERMANS AT CONFERENCE. BY CABLE—PEESS ASSOCIATION —COPYRIGHT LONDON, July 28. The situation at the Allied Conference improved' during the week-end as a result of the plucky acceptance by the French Premier (M. Hernot) of the scheme for bringing German delegates to London to discuss the economic evac_ uation of the Ruhr, though this means that M. Herriot is ignoring the threats of the Nationalist opposition in France. M. Herriot has also requested three prominent international bankers of France to come to London to discuss the outstanding difficulties with the British bankers.
, The Berlin correspondent of the Telegraph says that, under the influence of events in London, the German attitude .is stiffening. A fortnight ago Germany wa s willing, to sign an agreement’ ivitli the Allies without obtaining an actual promise to evacuate the Ruhr, but the new Cabinet lias decided not to sign in any circumstances without a most'definite undertaking with reference to the dates of the gradual withdrawal of the troops in occupation.
