The House of Lords debated the Indian situation, oh the initiative of Lord Peel, who asked for a full Government statement of policy. He especially drew attention to the general constitutional situation and question of supplying the report of the Lee Commission, dealing with the acceleration of the lndianisatipn of some services, the pro. vincialisatiou of other services, and an improvement of the financial conditions, also security of tenure of Europ.ean civil servants for Indian service, whose recruitment in Britain has recently been becoming difficult. Lord Oliver, replying, declared that owing to the magnitude of the issues involved it was impossible to pass judgment on the Lee recommendations withing such a short period. Meantime he sympathised with the claims of the civil service, and declared that reeruiting in Britain of certain services was temporarily suspended under the recommendation of the report, but British recruiting of pivotal services continued. Concerning the latter, he did not fear being unable to get sufficient applicants. As regards constitutional reform, Lord Olivier declined to nre-judge the report of the committee, which at present was exhaustively exploring the situation. —Renter. ATTACK ON ARTILLERYMEN. Received July 23, 11.20 a.m. DELHI, July 22. Two artillerymen in the Peshawar Zoological Gardens on Sunday were suddenly fired on from behind with an automatic pistol by an unknown person.. Both were seriously wounded. The assailant escaped, though troops searched the gardens.—Reuter.
