In the Assembly, Mr. Stopford gave notice of motion asking leave to introduce a Bill providing for the abolition of capital punishment for murder and the substitution of punishment in first arid sepond degrees. The penalty for those guilty in the first degree would be penal servitude for life and in the second degree fifteen years’ imprisonment.
