DEALING WITH AGGRESSORS. BEIT AIN’S' RESPONSIBILITIES. EY CABLE—PRESS ASSOCIATION—COPfRIGHT. LONDON, July 21. In explaining that Britain cannot act as the world's policeman in the case of wars of aggression, the Premier (Mr Ramsay MacDonald), in a letter to the League, emphasises the delay inseparable from deciding which State is the aggressor. He doubts whether four days will suffice. Therefore, further delay would be involved in bringing into operation the League's measures, whether military or economic. ‘ Even then the sanction of all nations would be so precarious that none felt justified in reducing armaments. In this connection Britain fears, a Treaty will involve an increase, not a decrease, in armaments. Mr MacDonald quotes Canada's comment that, while for the purposes of action she as a zone belongs to the North American area, she still shares the Empire's responsibility. Canada is of opinion that it would be most difficult to overcome such a conflicting position. Mr MacDonald says that, in view of the many defects/ Britain does not favour the adoption of the Treaty drafted last year. ~
