LONDON, July 11. ® lr v James Allen (High Commissioner tor New Zealand)- and Sir Joseph Cook (High Commissioner for Australig) Had a conference with the Premier (Mr Ramsey MacDonald) lasting four hours, on the question of Dominion representation at the Allied conference on July 16. Mr MacDonald fully explained the subjects listed for consideration. No' decision was announced, and the High Commissioners refused to make a statement. It is understood they are seeking instructions from the respective Governments. PARIS, July 12. The Senate passed a vote of confidence in the Heuriot Government by 246 votes to 18. The vote followed a speech by M. Herriot replying to M. Poincare’s speech on Thursday. M. Herriot paid a tribute to the trustfulness and conciliation displayed by Mr Ramsay MacDonald. He declared it was the duty of the French Government without delay to substitute ah inter-Allied agreement for isolated Eranco-Belgian action. The Italian and Belgian Governments had already accepted jthe basis of the FrancoBritish Note. He would continue to defend the Reparations Commission and the Treaty of Versailles, and France would retain her freedom of action if the Allies failed to agree in the event of German default. M. Herriot termed the Bonar Law plan in regard to inter-Allied debts as the best offer France had ever received. He concluded that if Britain and France parted it would mean a war of revenge.
