The Morning Post’s Riga correspon-dent-states that an amazing manifesto' has been issued* by the Communists’ International Congress Just, concluded at Moscow. It declared that ?. Red army and navy is guarding, the arsenal of a world revolution, as a preliminary to which Communists all over the world must enter the capitalist armies and be ready to direct their weapon’s against the bourgeoise.
