NEGOTIATIONS WITH BRITAIN
A GAME OF BLUFF

The Times’ Riga correspondent says .that alarm has been caused by the protracted nature of the Soviet negotiations in London, and the uncertainty of French recognition of the Soviet. The Government is making a brave show in expediting negotiations with Germany and Italy. The Soviet press .ostentatiously announces that the Moscow Government is about to resume negotiations with a German group in regard to several important new railway concessions, while Moscow diplomats appear to be greatly interested in the proposals from an Italian group for new shipping concessions, and especiallv for the concessions of all trans-Cau-casian manganese s mines, but these much trumpeted negotiations are not taken seriously, and are regarded as so much bluff, intended chiefly to stimulate the flagging British interest in Soviet negotiations in London.—Times.
