Austialiu had only two, instead of* tour, delegates, and one substitute Government delegate, Mr Fuhnnan, whereas Japan had sixty Government delegates of ambassadorial standing who spoke authoritatively, but Australia, was unable to do this. The explanation of Australia’s remissness regarding the ratification convention and action arising out- of the recommendation of earlier conferences should not have been left to a substitute who.
