* ( i RIGHTS OF FREE SPEECH. MINORITY ANTHRAX REPORT. BY OABLB—PBEBB ASSOCIATION—COPYSIGHff. GENEVA, July 1. An important secret meeting /of the Government group hotly discussed the question of the right of free speech, arising from persistent violent criticisms by some of ,the workers’ delegates of tlieir Governments at the last plenary meeting. The Belgian workers submitted a- test set of questions, asking: Should a workers- delegate be permitted to speak without the submission of his speech to, or the permission of, his .Government The delegates to the conference have not yet decided the question. The Government group voted by a- small majority for the nonrestriction of free speech. A mild sensation was caused by the presentation of an anthrax committee minority report, signed by Mr. Ben Tillett, attacking the' opponents of Britain’s compulsory disinfection resolution. The report accused India of a personal canvass, misleading statements and sordid suggestions to raise a cloud of prejudice against the resolution. The conference will consider the report later in the week.—Aus.-N.Z. Cable Assn. The anthrax committee at the International. Labour Conference has drawn up a report recommending the disinfection of hair, horns, and hoofs for industrial purposes, but not mentioning hair or wool used in textiles. The minority report, understood to be supported* by the British delegation, opposes the omission.—Reuter.
