Travellers assert that festivals, dances, and parties have in a . large measure been discontinued because of the recent legislation, and .an atmosphere approaching one of national mourning prevails. South American countries, particularly the Argentine and Brazil, loom on the horizon as Meccas for Japan’s surplus population, and hundreds are already emigrating to Latin America. —Reuter.
