NAVAL BASES
SINGAPORE PROPOSAL. BY CABLE—PBESS ASSOCIATION—COPYBIGHT. LONDON, June 25. At a combined meeting of naval architects, engineers and shipbuilders. Captain D. Munro and Air. S. E. Staples read a paper on advanced naval bases. Dealing with Singapore they contended it would be wrong to install a ,permanent shore base and excavated docks.. It would be better and cheaper if a floating base were stationed in a .strategic position, so that in war time it could be moved to the position required. During the discussion Admiral Niblack of America, declared there could be nothing of greater advantage to the British Empire than a permanent ba«e at Singapore. He disagreed .with the paper, as mobile floating bases required to be heavily fortified and were cumbrous and dangerous to transport.
