RELATIONS WITH AMERICA. A DIGNIFIED ADDRESS. BY CABLE—rBESS ASSOCIATION—COPYRIGHT Received June 19, 9.40 a.m. NEW YORK, June 18. In a speech, at Brown Univeisity, Tiro vi deuce, Rhode Island, when acknowledging an honorary degree of Doctor of Laws, Mr Hanihara, Japanese Ambassador, declared: “Japan, in dealing with the United States, always believed that between friends no question was incapable of amicable adjustment. The question in the minds of the Japanese is: Was it the. true sentiment of the American people to make light of its friendship with the peopie ol Japan which hat: been built up by the hard conscientious labour of both peoples.” The ambassador did not mention specifically the immigrant law, but expressed a hope that the friendship might survive. He believed it would if the countries remained-true to the worthy traditions embodying the great humane spirit of mutual toleration and esteem. Received June 19, 1.5 p.m. TOKIO, June 18. More moderate counsels are prevailing, and the Japanese Christians have dropped the proposal to break away from the American mission. It is understood that through a compromise between the parties, a satisfactory basis lias been reached'for a formal agreement on the questions at issue between Russia and Japan, including the withdrawal of Japanese troops and a recognition of responsibility for the Nikolaievsk massacre.
