Doumergue, in a message to Par r liament, declares that he is determined to remain an impartial arbitrator above parties. He emphasises the need for calm, order and peace, in order to develop industry and restore prosperity. The absence of peace was not the fault of France, who fosters no dangerous ambitions, but only desires the payment of reparations and guarantees of security. He considers that the question of reparations seems to be approaching a final solution, but the debtor must prove good faith by definite action and a conciliatory spirit. France cannot cease her vigilance or renounce her established position or the method of control which the treaties entitled her to exercise in Germany, which appears to be preparing for war instead of fulfilling her engagements. —Reuter.
