THE BUDGET London, November 4. In the House of Commons, Mr lire resumed the Budget debate. He made an impassioned reply to Mr Sadfour's strictures, and claimed that he simply doubted the adequacy of Tariff Reform in the matter tof providing for old age pensions. Mr Balfour, amid stormy interruptions, maintained his ground, and declared that Mr Ore went further itbaa he claimed, inasmuch as he predicted that the result of the inadequacy would be the non-fulfil-anent of national obligations. .Mr Asquith regretted Mr Balfour's ■nil-withdrawal of the charges after Mr Ure' s convincing speech. Mr Bert ram announced that he would vote against the Budget owing to the land taxes. Mr Whitbread declared that he would not support the Budget owing Iftftothe licensing clausts. Mr Herbert Pike Pease states that if the Lords reject the Budget there arill be an election earlv in January.
