London, December 19. The House of Commons, after strong Labourite protests, agreed to the Government's reluctant acceptance of the House of Lords' amendment to the Miners' Eight-hour Bill permanently excluding time occupied in entering and leaving a mine from the stipulated eight hours. The House of Lords' amendment delaying the operation of the measure for twelve months was disagreed with. Lord Robert Cecil, referring to an indignant protest against the Government's action in yielding to the House of Lords on the hours quesrion, asked whether it w- : is not yet realised that the Government did not intend to attack the House of Lords. Despite their heroics, the Government were determined not to hazard their tenure of office. THE STRANGERS' GALLERIES (Received 21, 11.8 a.m.) London, December 20. The House Committee recommends that applicants for admission to the galleries of the House of Parliament should sign a promise not to disturb. The Committee also recommends that a bill be passed providing for the punishment of offenders by imprisonment without the option of a a fine.
