UNCONSTITUTIONAL.
London, July 26. The Governor of North Carolina has refused to obey the ruling of the Federal Circuit Court declaring that the State law on railway rates is unconstitutional. He rejects all compromise until the railway companies complv with the law. A serious conflict between the State and Federal authorities is feared, involving even the use of Federal troops to enforce the Court's orders. The press widelv condemn the Governor's action.
