Byles .Liberal, Salford ' North) on Wednesday will move in the House oE Commons a resolution censuring Lord Miluer. Captain M. Kincaid (Liberal. Warwickshire South-west) will move and the Hon. E. E. Fiennes (Liberal, Oxfordshire North) second an amendment declaring that the attack on the policy and conduct of Lord Miluer is ill-advised at the present juncture, ami calculated to revive and accentuate racial animosity. THE BRITISHERS' VIEW. Received March 17, 0.7 a.m London, March 10 Mr F. D. P. Chappin, president of the Chamber of Mines. Johannesburg, emphasised the serious resjionsibility assumed by the Imperial Government with reference to Chinese labour. If bad times came, the whole community would suffer. ' The Times' Johannesburg correspondent says the presence and prosperity of tent) of thousands of Britishers would mean the integrity of the Empire. Their withdrawal would spell the virtual loss of one or more of the colonies. THE AFRIKANDERS. Received March 17, 0.7 a.m London, March 16 Mr J. P. Theron, president of the Afrikander Party, at the openin;; of the Bond Congress at Ceres, said that if the promise of responsible jjovernuieut for the new colonies was fairly fulfilled, the Liberals would benefit the Empire, remove much past bitterness, aud bring federation nearer. He hoped that the Imperial Government would have the courage honestly to accomplish its promises regarding Chinese ► labour. He emphasised the necessity of improving the system of education, aud said that the prospects of Protection were encouraging. He grieved that the consequences of war and drought had impaired the independence of spirit of the Afrikander farmer.
