P/'ess Association.) Wellington, This day. After the telegraph office closed Mr Smith's motion that the Chairman leave the chair, on the Technical Education Bill, was withdrawn. Mr Smith then moved the addition to the interpretation of " controlling authority" of the following : " But shall not apply to the controlling authority of any denominational school." At 8.25, after a lengthy discussion, Mr Seddon moved that progress be reported. At 5.20 the Chairman left the chair until 10 a.m. Later. The House resumed at 10 a.m. Mr Seddon's motion to report progress was negatived 011 the voices. The debate was resumed 011 Mr Smith's amendment. Mr Seddon intimated that if the bill did not get through he would make no effort to pass it next session. After further discussion the amendment was negatived by 28 to 19. Mr Tauter moved an amendment to the interpretation of " controlling authority" by the insertion of " but does not include any controlling authority which is at. the same time exercising administrative control over any school in the colony not receiving a grant of public money and not endowed by Acts of Parliament or provincial ordinance." Mr Seddon said if the amendment was carried some of the best schools giving technical education would be barred from so doing, because they did not receive public money. Mr Millar contended that the opposition to the measure was not on account of the fear that under it subsidies would ba granted to denominational schools, but on account of the objection to technical education. Mr Allen said Mr Tanner's amendment brought a compromise on the subject nearer. Captain Russell characterised the proceedings as a burlesque. He moved that progress be reported.
The motion was under discussion at 1.5 p.m., when the Chairman left the chair till 2.30.
