PEESI.DENT M'KINLEY'S MESSAGE. [Per Press Association.—Copyright.) Washington, Dec. 7. President M'Kinley, in his annual message to Congress, recommended that when the revenue receipts balanced the expenditure the notes thereafter should be redeemable in gold, and only re-issued in exchange for gold deposited in the Treasury. He agreed with Senator Gage's recommendation that the National Banks shall be permitted to issue notes up to the face value of bonds deposited with the Government. The forcible annexation of Cuba would, the message stated, under the present circumstances be an act of criminal aggression, and the recognition of the Cuban belligerents would be unwise and inadmissible. The near future would demonstrate whether peace was likely to be maintained. If it were not the Executive would not hesitate to interfere, but such a step would only be taken if necessary and commanded the world's support and approval. The message favored the annexation of Hawaii by America. The dispute between Hawaii and Japan with reference to the landing of Japanese immigrants at Hawaii was ' under negotiation, and Japan was aware of America's intention to settle questions affecting their interests in a spirit of friendliness, (R< oe ved Dec. 8, 9.45 a.m.) President M'Kinley's message also proposed that the minimum capital of banks, thereafter to be established, should be a quarter of a million dollars, instead of 100,000 dollars as under the existing law, and that the issue of notes under the value of ten dollars > ssfcould bo tbe permitted
