THE CHARACTER OF CAPTAIN DREYFUS CLEARED. (Per Press Association.—t'ojiyriyhti. Pabis, Nov. 22. The developments in the case of Captain Dreyfus have caused extraordinary excitement in the city. It is reported that the .Emperor of Germany has assured Casimir Perier, formerly President of the Republic, that it was not true Captain Dreyfus betrayed Franco by divulging the plans of defences to Gcrnianv.
