GERMANY CAUSES FURTHER DELAY. (Per Press Association.— ('npyriyht.) Constantinople, Sept. 11. Germany's proposal that the Powers should fix the old Greek bondholders' interest and the date for the evacuation of Thessaly after the dates for the payment of the indemnity have been settled is causing fresh delay in the peace negotiations.
