ENGLAND'S ATTITUDE SUPPORTED BY RUSSIA. (L'er Press Association.—C'opyriylit.) Athens, Sept. 3. The Greek stamp tax yields eleven millions drachmas yearly. The Government has offered the German bondholders, as an additional security, the cut tobacco tax and the surplus from the stamp tax, the latter to be separate for the purposes mentioned after the services of the loan. Germany has declined to discuss the offer until the Ambassadors at Constantinople have settled the financial question. St. Pkteksbtjeg, Sept. 3. The Nnvoe Vreinya and Bourse Gazette, two St. Petersburg papers, in similar articles state that Lord Salisbury's proposal that the Powers should guarantee the Greek war indemnity loan was a manoeuvre to create a common bond of interest and dual control.
