The delay is said to be caused by the vessel coming down slowly owing to a breakdown. Trouble is brewing in the Western collieries, and the men are balloting as to whether they will give fourteen days' notice as a protest against the refusal of the mine proprietors to increase the hewing rates. Brisbane, This day. In the Assembly the Actli g-l'remier stated that the Government had not signed the Japanese -treaty, but had expressed themselves in favor of the stipulations of the treaty between Great Britain and Japan being made applicable to the colony if it contains a proviso leaving Parliament free in the direction of restricting or prohibiting the influx of Japanese laborers and artizans. Latest advices showed that Japan lias consented to this proviso. Mr Glassey's amendment in the Federation Bill, providing for the popular vote, was carried by 80 to 2N. The discussion on a further amendment to make the colony one electorate has been adjourned.
