A MOVE BY RUSSIA. GERMANY JOINS THE POWERS. (Per Pr, i's.t Association.—< 'opijriijJit.) London, JMy 7. Russia has issued a Ciremar Note to the Powers suggesting certain steps for expediting the peace negotiations between Turkey and Greece. Russia desires to forestall similar proposals on the part of the other Powers. Constantinople, July 7. The German Ambassador, Baron Jeltech, has received precise instructions to advise Turkey to -withdraw from her strategic position on the frontier of Thessaly.
