[To The Epitor.] Sir, —It is a curious thing that while the borough bye-laws prevent a man driving a trap over a crossing at other than a walking pace and take precautions for the same driver moving gently round corners, the bicycle scorcher is allowed to travel at the rate of 20 miles an hour and 80 miles if be can do it.
