Hastings Borough Council.

The usual monthly meeting of the Borough Council was held in the Council Chambers last night. Present —the Mayor, Crs. Dennett, Hughes, Wellwood, Beecroft, Beilby, and J. N. The contractor for the lower part of Southland drain has commenced work, but cannot make much headwitv at present on account of so much water in the drain. With reference to clause 2, Cr Reecroft noticed that Norton-road was not included in the estimate. He would suggest that it be added, as there was a good deal of traffic on that road. Cr Hughes thought the matter of metalling the roads might be allowed to stand over. The Mayor explained that the approach of winter made the work necesWellwood thought it bad policy to let the roads go into disrepair. Cr Beecroft proposed, and Cr Williams seconded, that clause 2 be adopted.—C'arri ed. Clause :-t was allowed to stand over. With reference to clause !. Cr Dennett did not think the Council warranted in spending such a large amount as £'l49 10s for the benefit of a f«-w ratepayers. Other works were needed. Cr Wellwood moved the adoption of clause, as Nelson-street re-quired drainage. Cr Beecroft said Mr Knight and others would connect with the sewer if it were extended. Cr Dennett proposed that the short length, from Eastborne-street to opposite Mr Beharrell's residence, be completed. Cr Beilby seconded the motion, which was carried. SI.ArGIITEK-Hot-SKs' RKI'OKT. The Inspector of Slaughter-houses reported as follows : I have the lienor to report that the slaughterhouses within the Council's jurisdiction are in a clean and satisfactory condition. Mr F. Palmer. whose license was granted by the Council at the previous meeting, has not been able to work under it, owing to the property oil which the slaughter house exists hating been sold. He is now slaughtering at one of the county premises. I have had no returns for this month from Mr J. Wvatt, although I called at the shop twice for them. The number of animals slaughtered during the month are : '2l head of large cattle. 160 sheep, and S pigs. Cr Beilby thought Mr Wyatt and everyone the should comply with the Act "which required a return to be made. Mr Wyalt should be written to on the subject and informed that the law must be complied with.— Agreed to. (OM.MITTI.I. UKJ'OItTS. The drainage committee reported they had no r« coinmenih'.tton to make #v the formation of Park-road. They had obtained legal advice as to whether Messrs O'Reilly and Blake could be comjielled to connect their houses in Station-street with the main sewer, and found that as they were already connected with a drain the Council was powerless to make them connect. The committee for the con>ideration of l»ye-laws O'J, 70, 7-~>. and 70. dealing with the height of verandahs, recommended that the inspector of bailings be empowered to deal with the matter. that the manhole should be put down there. Cr Bcilby agreed with the proposal ! and seconded it and it was carried. CORRESPONDENCE. From 11. Scullion /v formation Park road.—Received. [ From S. G. Poppclewell, applying | for the collector-hip of the dog tax. rir-- Sergeant Mitchell.—lt was dec'uu d to make no fresh arrangements until j next year. From J. Anm-tt and other.-; asking i to have the footpath in from of their shops, between Warren street and Iviramu Road, asphalted.—O Hughes thought it would only be necessary to asphalt the path as far as the shops extend. The Mayor suggested thai th;.Road Ovyrseer make out an estimate for a-ph-tlti'.ig the pub in front of the shops. This was agreed to. From the It ■ihvay Department, acknowledging the receipt of the Council's application for a portion of the railway property as a site for the Fire Engine tuition and stating the Railway Engineer at Wellington had the subject under consideration. From the Valuer General stating that the valuations under the Land Act of l'« 6 could not be completed in time for next years rates. —Received. From C. Hughes, applying for permission to connect his premises with the main sewer.—Granted. From P. Gorman, asking leave to erect a water trough outside his hotel for the use of horses, and asking the Council to make a concrete channel for the purpose of carrying oil' the surface water. —Cr Reeeroft said if the Council agreed to Mr Gorman's proproposal he (Mr Gorman) would also erect a drinking fountain. The concrete work would be about 40ft. —The request was granted. TFM>KItS. The following tenders were accepted Water table No. 1 contract, 11. Mansfield, Is ; Xc 2 contract, 11. Mansfield. Is 2d, No. >i contract. -7. Mclv'ay, «'•<!. Riversleacontract, T. Euston, 2s 2d; Karamu drain, T. Euston, Is; Oak road formation, McCoobrie and Scullion. £s. It was decided to call fresh tenders for contracts Nos 2, 1, and G. MISCELLANEOUS. All application was received from the nightwatchman for Is a week to look after the Council's premises during the night, but no action was taken in the matter. An account from J. Gilbrcl for Fire Rngaee gear amounting to i'l!) was passed for payment. It was resolved to proceed-with the ■ work of paving that part of the road in front of the telegraph office where callers are in the habit of tying their horses. Cr Dennett called attention to the state of the footpaths and waterchannels between Nelson St. and Kings St.. and asked that the footpath be repaired and water channels completed. After some discussion, Mr Dennett said lie would not press the completion of the channelling if the footpath was repaired, and this was agreed to. Cr Reecroft said the willows which were complained of overhanging the Uavelock road had not yet hi en lopped oil'. —Decided the Road Overseer was to serve notices on the owners, and take action. Cr Dennett presented a petition to the Council from the inhabitants of Silvern and (.hieen streets and Avenue road, a.-king that the water lying there be drained off.—The Mayor thought that nothing could be done at present. —-Cr Dennett said that during storms a large quantity of water settled on the roads, and the residents sutler --ev< rely. The cause of the nuisance was. be thought, that the culverts were too low and the channels too narrow. He thought the evil should be rectified.—The Mayor drew attention to the fact that the recent rainfall was exceptionally <avi-vt-, and probably would not occur again for years, and the cost of the work would be about £.IOO.- No action was taken. Cr Reilby, in presenting a petition from the inhabitants of Gascoignestreet, asking the Council to form and take over the road, said the residents would be glad to bear a proportion of the expense.--Resolved that the Road Overseer make out an estimate of the cost of this work and lay it before the Council at their next meeting.
